Geoffrey McGovern is director of Intellectual Property and a senior political scientist at the RAND Corporation. His research has focused on matters of civil justice, blockchain law and policy, asbestos litigation, and defense acquisitions. He received his Ph.D. from Binghamton in 2011 and a law degree from Harvard Law School.
