In 1954, the Supreme Court upheld a federal lobbyist law under a First
Amendment challenge that it violates right to speech and petition
government. In United States v. Harriss, the Court reasoned that the law,
which requires reporting to Congress, might deter some speech but it was
too remote to justify striking down the statute.
